Life in Politics
Donn was first thrust into politics when he became SK Chairman for Barangay Parang on 1996 to 2001. Because of his excellent tenure as SK Chairman he caught the eye of the Kabayani Party and was invited to become a part of Kabayani's City Council line up for the 2001 Elections. Reluctant at first because of the daunting task that awaited him, his passion for Public Service prevailed and what followed was nothing less than impressive; he holds the distinction of being the "Youngest Elected City Councilor" and was the "Top Vote Garnering City Councilor" for three straight terms. In his almost nine-year tenure as City Councilor, Donn has shown his potential to be a good leader. He had held most of the sensitive Committee Chairmanships such as the Committees on Peace and Order, Good Government, Ethics and Accountability, Cooperatives, Appropriations, and Labor and Capital Relations and also held the position of City Council President Pro Tempore. He has authored many landmark ordinances, the most notable of which are the creation of the Peace and Order Code, the Marikina Hotel, Teatro Marikina and the establishment of a Marikina City ID System ... but perhaps the most concrete testament to Donn's leadership capabilities is his designation as Management Information System and Call Center Office Head. As MISCC head, he spearheaded the City Government's computerization efforts. With Donn at the helm of the MISCC he completed numerous projects such as MCF WINS, (Marikina City's Facility of Wirelessly Integrated Network Systems), a wireless infrastructure facility that interconnects 66 Government Offices, Schools and Establishments; the ICE card, (Integrated Coverage for Employees Card), which integrated the City Government Employees ID, ATM, and Time Card into one, utilizing various technologies such as biometrics which effectively eliminated fraud. The MCF WINS project had even been recognized internationally when it received the Technology Leadership award given by Microsoft at the FutureGov Summit in Bali, Indonesia on November 2008.
As Donn's stint as City Councilor draws to a close, he is once again beckoned by a loud clamor to continue his career as a public servant, and who can blame them? Donn is the epitome of the new generation of Filipino Leaders: capable, dynamic and in touch with the people's needs, young enough for new ideas and mature to make good decisions for the city. We can only wait in fervent anticipation of good things to come from this man and expect him to make it happen.
